Excise Movement Control System

The Excise Movement Control System (EMCS) is a European system made available by authorities to transport common duty-suspended goods within the European Union.

This European system has been set up so that the various excise services within Europe can keep an electronic overview of the various excise movements within the European Union and the relevant Member States.

The consignor and consignee of the consignment are each identified with an authorization number via an electronic notification. This authorization number is linked to a period of dispatch during which the excise goods are to be transported. The eAD is drawn up by the consignor of the excise goods or their representative in the Member State of dispatch before departure of the consignment. The acknowledgement of receipt on the eAD is made by the consignee or their representative in the Member State of destination after receipt and inspection of the consignment. The acknowledgement of receipt in EMCS should be made no later than five days after receipt of the consignment, while registration in the corresponding stock registration should be done immediately after receipt of the goods.
