Due to a recent update in the Belgian NCTS system, it is no longer possible to create transit declarations before the goods have entered the EU effectively.

At our office in Antwerp, transit declarations through the NCTS system can no longer be released once the electronic manifest is accepted within the customs ‘goods compatibility’. In this way, the information of a transit declaration could be provided fairly early, for example 5 days prior to the actual arrival of a sea-going vessel. After this NCTS update this has been changed to the time the manifest is activated. In practice, this happens when the goods pass a specific buoy in Vlissingen, about 6 hours before discharge.
